From September 30th to October 4th 2024, the 2024 Brazilian G20 Presidency will host CEM15/MI-9 in Foz do Iguaçu, bringing together global clean energy leaders to accelerate the clean energy transition. This meeting will unite G20 Energy Ministers, CEM, and Mission Innovation communities, alongside experts from various sectors, to develop actionable strategies for achieving net-zero goals. The focus will be on creating affordable and accessible clean energy solutions through international collaboration.
Energy systems are undergoing the fastest and most far-reaching transformation in history, but the pace and direction of change are not necessarily aligned with global ambitions for just and inclusive transitions to net-zero. International collaboration is key to build the coalitions needed to enable an inclusive, whole-of-society approach to address all aspects of the clean energy transition, from research, development and demonstration all the way to mass-market deployment. In addition, global cooperation amongst all stakeholders, from governments and companies to consumers and citizens, is key to ensure a fair and inclusive sharing of the economic opportunities associated with the nascent clean energy industrial age.
Recognising that this is the decade of action, and that action needs to be guided by strong political momentum, the 2024 Brazilian G20 Presidency is using the coalition-building power of the Clean Energy Ministerial (CEM) and Mission Innovation (MI) to convene clean energy experts from public and private sectors, academia, innovators and civil society institutions to demonstrate concrete clean energy actions in support of the G20 Energy Transition Agenda. This unique moment will bring together Ministers and senior officials from around the world, representing over 80% of global clean energy investments and the majority of public clean energy R&D spending, together with C-suite executives and heads of international organisations to agree on concrete steps to make clean energy affordable, attractive and accessible for all and accelerate clean energy transitions around the world.

Carbon Accounting of Bio-based Fuels and Chemicals
Objective
The Carbon Accounting of Bio-based Fuels and Chemicals side event will support the goal of increasing mutual understanding of the use of LCA in policymaking with a particular focus on bio-based products. Specifically, this side event will generate recommendations for decision-makers for carbon accounting methods that are more consistent, transparent, evidence-based, practical and verifiable.
This side event will build upon progress made during the International Energy Agency (IEA) Sustainable Biofuels Workshop (Paris, April 2024) and the G20 ETWG-3 Carbon Accounting Symposium & Workshops (Belo Horizonte, May 2024).
Issues/Topics
In support of the G20 High-Level Dialog on Carbon Accounting the IEA is generating reports on the use of Life-Cycle Assessment (LCA) in policymaking.
The IEA report discussing “Carbon Accounting for Sustainable Biofuels” (July 2024) will be presented during this side event and serve as the basis of discussion. The IEA report was shared with Biofuture Campaign members and partners.
Bio-based chemicals have carbon accounting details that differ from biofuels. The Biofuture Campaign manager will coordinate a presentation by member companies on aspects of bio-based chemicals carbon accounting for consideration by CEM country representatives.
Side event participants shall consider the following issues/topics:
– Alignment of work on Carbon Accounting by the CEM Biofuture Platform Initiative, CEM Biofuture Campaign, MI Integrated Biorefinery Mission, MI Carbon Dioxide Removal Mission, CEM CCUS Initiative, CEM IDDI Initiative taking into account ways the IEA report can enable future joint work.
– Recommendations for decision-makers for carbon accounting methods that are more consistent, transparent, evidence-based, practical and verifiable.

Joint event by Integrated Biorefineries Mission for Fuels and Chemicals, Biofuture Campaign, CEM CCUS, CEM IDDI, Mission Innovation NZI and CDR Mission.
– Biomanufacturing of fuels, chemicals and materials is key to decarbonizing the industrial sector in hard-to-abate areas.
– The chemical industry is a supplier of components for essential products such as medicines, plastics and paint, and also for biofuels. At the moment, these products mainly consist of fossil raw materials, such as oil and natural gas. For circular and climate-neutral production of both biofuels and biomaterials by 2050, a switch to sustainable carbon (sustainable biomass, recycled materials and captured CO2) is needed and will contribute to green growth.
– This can be further accelerated through research and innovation for the rapid availability of alternative low-carbon clean energy processes and products. An integrated approach for production of biobased chemicals and fuels will bring down cost. Industrial participation is key to translating the research and innovation outcomes to public services and goods.
– To make this transition happen from fossil to sustainable raw materials in the chemical industry both research and policies are needed (think about policies on market creation, sustainable carbon availability and level playing field instruments).
– During this side event we would like to discuss what is needed to develop these policies and agree on actions that can be taken to accelerate this and attract the industrial sector for upscaling and marketing these products. - 2 October 2024 h 14:00 – 15:00 BRT
Bioresources for Fuels, Chemicals, and Carbon Removal
Objective
Building on previous CEM-MI dialogs, this side event will convene Missions and Initiatives to share their work on Bioresource management, mapping, and use and to consider collaborative efforts to better plan for biomass use and supply.
Issue/Topics
Side event participants shall consider the following issues/topics:
– The CEM Biofuture Platform Initiative report on “Mapping and Synthesis of International Biomass Supply Assessments” will be presented. Comments and recommendations for next steps will be considered.
– The Mission Innovation work on Biomass Carbon Removal and Storage will be presented. Comments and recommendations for next steps will be considered.
– Proposals from Industry and Government stakeholders regarding public and private actions to accelerate the production and use of feedstocks for sustainable biofuels, including Sustainable Aviation Fuels, and sustainable bio-based chemicals to be considered.
– Proposals from Industry and Government to strengthen confidence in the sustainable management and use of biomass resources, i.e., bioresources.
– Alignment of work on Bioresources by the CEM Biofuture Platform Initiative, CEM Biofuture Campaign, MI Integrated Biorefinery Mission and MI Carbon Dioxide Removal Mission taking into account ways the Mapping and Synthesis report can enable future joint work.
